我跟各位樓上的高手理解有些偏差，這里說出來，望大家幫我指正。
我看樓上各位都是基于be up to句式來的，但是，up to后面應該跟名詞吧？這里的to后面跟的是design。因此，我理解為：To design.....is up(the high level) in the herb-recording.
