中越兩國聯合聲明-溫家寶與越南阮晉勇總理舉行會談-中英文

一、應中華人民共和國國務院總理溫家寶邀請，越南社會主義共和國政府總理阮晉勇于2008年10月 20日至25日對中國進行正式訪問并出席第七屆亞歐首腦會議。訪問期間，溫家寶總理與阮晉勇總理舉行會談，中共中央總書記、國家主席胡錦濤，全國人民代表大會常務委員會委員長吳邦國分別會見了阮晉勇總理。除北京外，阮晉勇總理還赴海南省訪問。

　　兩國領導人在坦誠友好和相互理解的氣氛中，就雙邊關系及共同關心的國際和地區問題深入交換了意見，就豐富中越全面戰略合作伙伴關系的內涵達成重要共識。雙方一致認為，訪問取得了圓滿成功，為推動中越睦鄰友好與全面合作關系不斷發展到新高度作出了貢獻，這符合兩國人民的根本利益，也有利于本地區和世界的和平、穩定與發展。

1. At the invitation of Premier Wen Jiabao of the State Council of the Peoples Republic of China, Prime Minister Nguyen Tan Dung of the Socialist Republic of Viet Nam paid an official visit to the Peoples Republic of China on 22-25 October 2008, and attended the Seventh Asia-Europe Meeting (ASEM 7). During the visit, Premier Wen Jiabao held talks with him. General Secretary of the Central Committee of the Communist Party of China and President of the Peoples Republic of China Hu Jintao and Chairman Wu Bangguo of the Standing Committee of the National Peoples Congress of P.R.C. met with him respectively. Besides Beijing, Prime Minister Nguyen Tan Dung also visited Hainan Province.
In a friendly atmosphere and in the spirit of mutual understanding, leaders of the two countries had a candid and in-depth exchange of views on bilateral relations and international and regional issues of mutual interest, and reached important agreement on enriching the comprehensive strategic partnership of cooperation between China and Viet Nam. The two sides agreed that the visit was a complete success and contributed to the growth of the China-Viet Nam good-neighborly relations and comprehensive cooperation. This serves the fundamental interests of the two peoples, as well as peace, stability and development of the region and the world at large.

二、越方高度評價兄弟的中國人民改革開放30年來取得的輝煌成就，認為中國成功舉辦北京奧運會和殘奧會、圓滿完成神舟七號載人航天飛行和成功主辦第七屆亞歐首腦會議，使中國的國際地位和威望進一步提高，表示堅信中國人民一定能在建設中國特色社會主義事業中取得新的更大成就，勝利實現全面建設小康社會的奮斗目標。
　　

      中方高度評價越南人民在革新開放、實現國家工業化和現代化、改善人民生活水平的事業中取得的巨大成就，祝賀越南成功融入國際社會并擔任聯合國安理會非常任理事國，表示相信越南人民將勝利實現建設民富國強、社會公平、民主、文明的社會主義國家的目標。

2. The Vietnamese side applauded the remarkable achievements the brotherly Chinese people had made during the 30 years of reform and opening-up, believing that Chinas success in hosting the Beijing Olympic and Paralympic Games and ASEM 7 and in the Shenzhou 7 manned space flight further enhanced Chinas international standing and prestige. The Vietnamese side expressed its conviction that the Chinese people would make fresh progress in developing socialism with Chinese characteristics and attain the goal of building a moderately prosperous society in all aspects.
The Chinese side highly appreciated the huge success the Vietnamese people had achieved in their reform and opening-up program and in their endeavor to industrialize and modernize the country and improve peoples life. It congratulated Viet Nam on its integration into the international community and its election as non-permanent member of the UN Security Council. The Chinese side expressed its firm belief that the Vietnamese people would triumphantly achieve their goal of building a strong, prosperous, fair, democratic and culturally advanced socialist country.

三、雙方滿意地看到，中越睦鄰友好合作關系取得了重要進展，雙方政治互信不斷增強，經貿合作成果豐碩，各部門和各地方的交流與合作日益擴大，存在問題逐步得到妥善解決。雙方一致認為，在當前國際政治經濟形勢復雜多變的背景下，拓展和深化中越全面戰略合作伙伴關系，符合兩黨兩國和兩國人民的根本利益，有利于本地區和世界的和平、穩定與發展。

3. The two sides were satisfied with the important progress made in China-Viet Nam good-neighborly relations and cooperation, as marked by growing political mutual trust, fruitful trade and economic cooperation, expanded exchanges and cooperation between government departments at national and local levels and proper settlement of outstanding problems. The two sides shared the view that to expand and deepen the China-Viet Nam comprehensive strategic partnership of cooperation in the context of the complex and changing international political and economic situation is in the fundamental interests of the two parties, two countries and two peoples and conducive to peace, stability and development of the region and the world.

四、雙方就落實中越全面戰略合作伙伴關系的措施達成重要共識。雙方同意，保持兩黨兩國高層密切接觸，通過雙邊互訪、熱線通話、多邊場合會晤等靈活多樣的形式，及時就兩國關系的重大問題交換意見；進一步發揮中越雙邊合作指導委員會的作用，統籌規劃和全面推進兩國各領域合作；完善各部門合作機制，落實好外交、國防、公安、安全等部門的合作協議；擴大科技、文化、教育、衛生、旅游等領域的務實合作，加強兩國青少年、群眾團體和民間組織的友好交往，做好對中越全面戰略合作伙伴關系重要意義和具體內涵的宣傳教育，使兩國人民的友誼世代相傳。雙方同意舉辦形式多樣的活動，隆重慶祝兩國建交60周年。

4. The two sides reached important agreement on measures to build the China-Viet Nam comprehensive strategic partnership of cooperation. As mutually agreed, the two sides will maintain close high-level contacts between the two parties and two countries and exchange views in a timely manner on major issues in bilateral relations through diverse avenues such as bilateral exchange of visits, hotline telephone conversations and meetings in multilateral settings. They will give greater scope to the role of China-Viet Nam steering committee on cooperation in making overall plan for and promoting bilateral cooperation in all areas, improve cooperation mechanism between government departments and effectively implement cooperation agreements between ministries of foreign affairs, national defence, pubic security and state security, expand practical cooperation in science, technology, culture, education, health and tourism, increase friendly exchanges between the youth and non-governmental organizations, and spread the information about the significance and substance of China-Viet Nam comprehensive strategic partnership of cooperation. All this will help carry forward the friendship between the two peoples from one generation to another. The two sides agreed to hold celebrations of diverse forms to mark the 60th anniversary of their diplomatic relations.

五、雙方同意進一步深化經貿合作，爭取2010年雙邊貿易額達到250億美元。雙方責成中越經貿合作委員會：

（一）推動落實雙方正在商簽的《中越經貿合作五年發展規劃》；

（二）為兩國企業在對方國家投資創造便利；

（三）盡快成立經貿合作工作組，就兩國經貿合作有關具體事項相互通報情況、交換意見并就存在問題探討解決措施；

（四）在打擊走私、假冒商品和商業欺詐等方面加強信息溝通、協調管理，保障邊境貿易活動健康發展。政府將并提供政策扶持，推動兩國企業按照市場規則落實和執行業已簽訂的合作項目協議和經濟合同，以增強雙方合作信心；繼續商定大型合作項目，鼓勵兩國大型企業在基礎設施建設、交通、電力、住宅建設、設計咨詢、化工、配套工業、造船等領域擴大長期互利合作。雙方同意，繼續落實關于開展“兩廊一圈”合作的諒解備忘錄，認真研究跨境經貿旅游區的有關設想，密切兩國邊境省份之間的關系。

      雙方同意加強兩國經濟專家之間的經驗交流，為應對國際經濟形勢變化提出政策建議。

5. The two sides agreed to further deepen business cooperation to increase two-way trade volume to US$25 billion by 2010. The two sides have entrusted the China-Viet Nam Committee on Trade and Economic Cooperation with the following tasks: First, promote the implementation of the Five-Year Plan for the Development of China-Viet Nam Trade and Economic Cooperation currently under discussion; second, facilitate mutual investment by enterprises of the two sides; third, establish, as soon as possible, a business cooperation working group to share information and exchange views on specific issues concerning bilateral business cooperation and explore solutions to existing problems; fourth, step up information sharing on and coordinate management in the fight against smuggling, counterfeit goods and commercial fraud so as to ensure the sound growth of border trade.

六、雙方對陸地邊界勘界工作基本完成表示滿意，同意進一步密切配合，積極解決剩余問題，確保如期實現今年內完成陸地邊界全線勘界立碑工作的目標，早日簽署勘界議定書和新的邊界管理制度協定，把兩國陸地邊界建成長期友好、和平穩定、互利合作的邊界。雙方同意在雙方商定的一對口岸舉行結束全線勘界立碑工作的慶祝儀式。

　　雙方重申繼續密切配合，落實好《北部灣劃界協定》和《北部灣漁業合作協定》，做好北部灣共同漁區聯合檢查和漁業資源聯合調查及海軍聯合巡邏工作，推動北部灣跨界油氣構造勘采合作取得實質進展。穩步推進北部灣灣口外海域劃界談判并積極商談該海域的共同開發問題，早日啟動該海域共同考察。
　　雙方就維護南海和平穩定坦誠友好地交換了意見，重申恪守兩國高層共識及《南海各方行為宣言》精神，保持海上問題談判機制，按照包括1982年《聯合國海洋法公約》在內的國際法所確認的法律制度和原則，尋求雙方均能接受的基本和長久的解決辦法，同時積極研究和商談共同開發問題，以便找到適合的模式和區域。在此過程中，雙方將共同努力維護南海局勢穩定，均不采取使爭端復雜化或擴大化的行動。雙方同意，本著先易后難的原則，加強在海洋科研、環境保護、氣象水文預報、油氣勘采、海上搜救、軍艦互訪、建立兩國軍隊直接信息交流機制等領域的合作。

6. The two sides expressed satisfaction with the basic completion of land border demarcation. They agreed to work more closely to resolve the remaining issues, accomplish the task of demarcation and erection of boundary markers along the entire land border within this year as planned, sign the demarcation protocol and the new agreement on border administration system at an early date, and turn the land border between the two countries into one of lasting friendship, peace, stability and mutually beneficial cooperation. The two sides agreed to hold a ceremony to celebrate the completion of the demarcation and erection of boundary markers along the entire border at an agreed pair of ports.
The two sides reiterated that they would continue to work closely to earnestly implement the Beibu Bay Demarcation Agreement and the Beibu Bay Fishery Cooperation Agreement, to carry out joint inspection of common fishing areas in the Beibu Bay, joint survey on fishery resources and joint patrol of navies, to make substantive progress in cooperation in cross-border gas and oil exploration in the Beibu Bay, to steadily advance the negotiations on demarcation of the sea area beyond the mouth of the Beibu Bay, and to hold active discussions on the joint development of this area and launch joint survey on this area at an early date.
The two sides had a candid and friendly exchange of views on maintaining peace and stability in the South China Sea, reiterated that they would adhere to the high-level consensus and the spirit in the Declaration on the Conduct of Parties in the South China Sea, maintain negotiation mechanisms for maritime issues, seek a fundamental and long-term solution acceptable to both sides in accordance with the legal regime and principles laid down in the 1982 United Nations Convention on the Law of the Sea and other international laws, and at the same time actively study and discuss the question of joint development so as to identify the proper way and areas for joint development. In this process, the two sides will make joint efforts to maintain stability in the South China Sea and refrain from taking moves that will complicate or aggrevate the dispute. Both sides agreed to follow the approach of handling easier problems first and strengthen their cooperation in areas such as maritime research, environmental protection, meteorological and hydrological forecast, oil and gas exploration and exploitation, search and rescue on the sea, mutual visits by naval fleets and the establishment of direct information exchange mechanism between the two militaries.

七、越方重申堅定奉行一個中國政策，支持中國統一大業，堅決反對任何形式的“臺獨”分裂活動。越南不同臺灣發展任何官方關系。中方對越方上述立場表示贊賞。

7. The Vietnamese side reiterated its commitment to the one China policy, support for Chinas national reunification and firm opposition to "Taiwan independence" separatist activities in any form. Viet Nam will not enter into any official ties with Taiwan. The Chinese side appreciated the above-mentioned position of the Vietnamese side.

八、雙方就共同關心的國際和地區問題交換了意見并達成共識，對兩國在聯合國、世界貿易組織、亞太經合組織、亞歐會議、中國－東盟、東盟－中日韓等國際和地區事務中的密切協調與配合表示滿意，同意加強在多邊領域的合作，為推動建設持久和平、共同繁榮的世界作出積極貢獻。

8. The two sides exchanged views and reached agreement on international and regional issues of mutual interest and expressed satisfaction with their close coordination and cooperation in international and regional organizations and mechanisms including the United Nations, World Trade Organization, Asia-Pacific Economic Leaders Meeting, Asia-Europe Meeting, ASEAN+China and ASEAN+China, Japan and the ROK. They agreed to step up cooperation in multilateral fields and make positive contribution to the building of a world of durable peace and common prosperity.

九、訪問期間，雙方簽署了兩國政府關于建立領導人熱線的協定和邊境衛生檢疫協議以及中國向越南提供出口買方信貸的貸款總協議、關于在海防建立中國越南經濟貿易合作區的合作協議、中國海洋石油總公司與越南國家油氣集團戰略合作協議等8份合作文件。

9. During the visit, the two sides signed eight coooperation documents. They include agreement between the two government between the two governments on the installation of a hotline between leaders of the two countries, the agreement on border health inspection, the general agreement on the provision of buyers credit to Viet Nam by China, the cooperation agreement on the establishment of China-Viet Nam economic and trade cooperation zone in Hai Phong, and the strategic cooperation agreement between China National Off-shore Oil Corporation and Viet Nam National Oil and Gas Group.

十、阮晉勇總理對溫家寶總理以及中國共產黨、中國政府和人民所給予的隆重、熱情、友好的接待表示衷心感謝，邀請溫家寶總理再次訪問越南。溫家寶總理對此表示感謝。

10. Prime Minister Nguyen Tan Dung expressed sincere thanks to Premier Wen Jiabao, the Communist Party of China, the Chinese Government and people for the high-level, warm and friendly hospitality accorded to him and extended an invitation to Premier Wen Jiabao to visit Viet Nam again. Premier Wen Jiabao expressed thanks to the Prime Minister for the invitation.
